Time Expansion Chamber (TEC) will perform both particle identi cation and tracking functions in the PHENIX experiment. For the evaluation of the TEC performance, optimization of tracking and particle identi cation algorithms, and early development of o -line analysis software, detailed simulations are necessary. A Slow Simulator for PHENIX TEC (TECSS) was created for this purpose. The Simulator is written in C and works as a module within Staf analysis framework [1]. TECSS reproduces in minute details physical processes occurring in TEC while a charged particle passes through it. Both primary and secondary ionization are taken into account. Gas gain uctuations, charge drift through the TEC volume and electronics response are reproduced. Detailed description of the TECSS algorithm is given and simulation results are compared to the data collected with a TEC prototype detector during an in-beam test at the AGS in May 1996.
